At time of issue, the site has no navigation. Advantages are namely, helping users get transverse, give users a list of pages to that can be visited.

To begin, a navigation planned for the top header should be something to aim towards.

I struggled to find a zola array of top-level pages in {{ __tera_context }}. In index.html, section.pages is available, but not in page.html? One common way seems to be to hardcode the navbar items.
